neighbour is very different from that of United Kingdom and protection against infiltration of Japanese agents is essential. We urge therefore that draft note of reservation be amended to include war-time restrictions on travel and residence of foreigners in India.

Above was drafted before receipt of your telegram 18602 October 26th, While we welcome increased vagueness we adhere to terms of réservation above, noting that alternation (sic) applies in legal proceedings etc. in second sentence of article VI and not to rights of travel or residence.
